Position Descriptions

The following are position descriptions for the President/CEO and Vice Presidents who oversee personnel engaged in either transmission services and reliability functions or wholesale merchant activities in the Transmission Services Division and the Generation Services Division.

 

President and Chief Executive Officer, Kansas City Power & Light

Reports to Chairman and Chief Executive Officer, Great Plains Energy

Reporting to the President and CEO are the Vice President Generation Services, Vice President Distribution Operations, Vice President Customer Service, Vice President Transmission Services and President GPP and HSS.

 The President/CEO provides for the overall policy direction and vision for the company and is not involved in directing, organizing or executing the transmission or wholesale merchant functions on a day-to-day basis, but relies on the respective Vice Presidents to make decisions, judgments and recommendations regarding their area of responsibility. The President/CEO does not have direct access to transmission or reliability information on the EMS or other databases.

 

Vice-President Transmission Services

Reports to President and CEO, Kansas City Power & Light

Reporting to the Vice-President Transmission Services are the Manager Transmission System Services, Manager Transmission & Substations, Manager Transmission Construction & Maintenance, Manager Substations Construction & Maintenance and a Secretary.

The Vice-President Transmission Services provides for the overall policy direction and vision for the division. Upon the recommendation of the Manager Transmission Services, the Vice-President Transmission System Services signs Service Agreements under the KCPL Open Access Tariff as the responsible corporate officer.

The Vice-President Transmission Services does not have direct access to transmission or reliability information on the EMS or other databases.

 

Vice-President Generation Services

Reports to President and CEO, Kansas City Power & Light

Reporting to the Vice-President Generation Services are the Manager LaCygne Station, Manager Hawthorn & Northeast Station, Manager Iatan Station, Manager Montrose Station, Manager Construction Services, Manager Fuels, Manager Engineering Services, Manager Power Sales & Services, Manager Energy Resource Management, Manager Plant Services, Superintendent Maintenance, and a Secretary.

The Vice-President Generation Services provides for the overall policy direction and vision for the division. Upon the recommendation of either the Manager Power Sales & Services or the Manager Energy Resource Management, the Vice-President Generation Services signs agreements for the wholesale merchant function as the responsible corporate officer.

 

 

Manager – Transmission System Services 

Reports to – Vice-President Transmission Services

Manages – EMS Supervisor, Transmission Planning Supervisor, Senior Operations Engineer, Secretary

The Manager of Transmission System Services provides direction and oversees the operation of the 69kV, 161kV and 345kV transmission system. The manager also directs KCPL’s transmission planning and expansion activities through the Transmission Planning group. This position provides direction to the Energy Management System group for software functionality and modifications required to meet the demands of the changing electric industry. The Manager administers KCPL’s Pro Forma transmission tariff including ancillary services provided under the Pro Forma tariff. This position is the primary transmissions operations interface with MAPP and SPP. The Manager directs the preparation for annual budgets for capital projects and operations and maintenance expenses for the Transmission Services department.

 

Secretary 

Reports to – Manager, Transmission System Services

The Secretary provides for the routine administrative tasks for the Manager – Transmission System Services. The administrative tasks provided by this position includes handling routine situations not requiring attention of the manager; in the manager’s absence, directing matters to the appropriate individuals; mail processing, typing, filing and office supply administration. The Secretary also provides assistance in the management of the schedules for the manager and provides for the travel arrangements for business trips. The Secretary processes invoices, expense reports, time tickets, and petty cash.

 

Senior Operations Engineer

Reports to – Manager, Transmission System Services

Supervises – Transmission System Operators (8)

The Supervisor of the Transmission Control Center is responsible to direct the Transmission System Operation in the safe and reliable operation of the bulk transmission system from 69 kV to 345 kV. This position administers KCPL’s open access transmission tariff and is the interface for regional tariffs. The Supervisor also ensures the transmission system operates within FERC, NERC, and Power Pool operating guides and directives.

 

Transmission System Operator

Reports to – Senior Operations Engineer

The Transmission System Operator monitors and controls the bulk transmission system from 345 kV down to and including 69 kV. The System Operator is the control authority for safety procedure, and equipment outages on the bulk transmission system. This position does the day-to-day administration of KCPL’s open access transmission tariff and is the interface for regional tariffs.

The Transmission System Operator complies with all FERC, NERC, and Power Pool operating guides and criteria in operating the bulk transmission system.

 

Transmission Planning Supervisor

Reports to – Manager, Transmission System Services

Supervises – Transmission Planning Engineers

The Transmission Planning Supervisor provides direction and management of planning engineers for study and analysis that ensures maximum utilization of the KCPL transmission system, accurate projections of future construction projects, and optimization of service reliability to meet future power delivery obligations. Other responsibilities include providing operations support, administering transfer capability postings for transmission service under both the KCPL and Southwest Power Pool Open Access Transmission Tariff, and participating in regional reliability planning activities at SPP and MAPP.

 

Transmission Planning Engineers

Reports to – Transmission Planning Supervisor

Transmission Planning engineers perform planning and reliability studies including 5 and 10 year planning studies, summer and winter peak operating studies, construction budget studies, transient and voltage stability studies, transfer capability studies, and generation impact studies. Engineers participate in regional power pool activities through coordinated loadflow model building, stability model building, system outage reporting, transfer capability data submittal and review, and tariff implementation data review including MW-mile and line loss responsibility data. Other responsibilities in the area of Operations Support include maintaining the Advanced Application Programs on the EMS along with training on their use for the System Operators, EMS network database maintenance, development of Operating Procedures, and system operating diagram map updates.

 

EMS Supervisor 

Reports to – Manager, Transmission System Services

Supervises – EMS Programmer(s), EMS Engineer(s), EMS Specialist, Transmission Accounting Analyst, Transmission Accounting Clerk

The EMS Supervisor is responsible to ensure the EMS is operating properly, meeting the needs of the transmission, distribution, and power functions. The Supervisor provides for the direction and management of staff for Energy Management System software projects, hardware projects and accounting processes. Annual preparation and submittal of O&M budgeting and Construction project budgeting for software acquisition, hardware, and software application development is provided by the EMS Supervisor.

 

EMS Engineer 

Reports to - EMS Supervisor

EMS Engineer(s) support the Energy Management Computer System (EMS) by ensuring the computer applications used by Transmission Services, Power Services and Distribution Operations function properly. The Engineer(s) are responsible for the reliability, maintenance, modification and integration of software and hardware processes to support the operation of computing system. The EMS Engineer(s) provides for the EMS system back-ups, system software and hardware troubleshooting, RTU communications troubleshooting and 24-hour on-call responsibilities.

 

EMS Programmer 

Reports to - EMS Supervisor

EMS Programmer(s) support the Energy Management Computer System (EMS) by ensuring the computer applications used by Transmission Services, Power Services and Distribution Operations work properly. The Programmer(s) are responsible for the reliability, maintenance, modification and integration of software processes to support the operation of the computing system. The EMS Programmer(s) provides for the EMS system back-ups, system software and hardware troubleshooting, RTU communications troubleshooting and 24-hour on-call responsibilities.

 

EMS Specialist

Reports to EMS Supervisor

Maintains and troubleshoots all databases and displays for the Energy Management System.  Develops and maintains standards for electrical one-line diagrams for substations and transmission lines, database point descriptions and energy accounting.  Creates new displays such as menus, electrical one-line diagrams and summaries as required.

 

Transmission Accounting Analyst 

Reports to - EMS Supervisor

The Transmission Accounting Analyst is responsible to verify the monthly actual tie line flows and the transmission schedules with other utilities and marketers, and to prepare invoices for transmission revenues. The Analyst also prepares transmission revenue and transmission cost monthly reporting required by internal accounting groups, internal budgeting groups, and Power Pools. The Analyst troubleshoots and resolves transmission schedule accounting problems as they occur. This position also provides for the annual preparation and reporting for FERC Form 1 and FERC Form 714. Each year the Analyst updates and prepares a five-year transmission revenue budget.

 

Senior Clerk 

Reports to - EMS Supervisor

The Senior Clerk is responsible to daily verify with other utilities and marketers the transmission schedules that are made against the KCPL transmission system. The Clerk each month verifies the monthly actual tie line flows and the transmission schedules with other utilities and marketers and troubleshoots and resolves transmission schedule accounting problems as they occur.

Energy Resource Management

 

Manager, Energy Resource Management 

Reports to Vice President, Generation Services

Provide leadership, oversight, and direction for the Energy Resource Management Department in assessing and managing portfolio of energy supply resources.  Responsibilities include long-term power resource planning studies, collection of wholesale markets information, risk exposure measurement and mitigation, fundamental analysis of power markets, and structured electricity product development.

 

Administrative Assistant 

Reports to Manager, Energy Resource Management

Contribute to the overall effectiveness of department operations by providing administrative support to all staff.

 

Engineer, Resource Planning/Asset Management 

Reports to Manager, Energy Resource Management

Perform generation resource planning.  Assess alternative technologies and review proposed power plant improvement projects.  

 

Engineer/Analyst, Development 

Reports to Manager, Energy Resource Management

Work with multiple departments to develop new generation resources and analyze various types of generation resources.  Duties include project development analysis, working with governmental agencies to secure appropriate permits for new generation resource sites, and overseeing compliance with permits during construction.

 

Portfolio Manager, Portfolio/Risk Management 

Reports to Manager, Energy Resource Management

Provide analytical tools, model development and validation, reporting processes, and related information to measure exposure to risk factors.  Monitor developments in electric markets and industry restructuring.  

 

Analyst, Structure & Pricing Analysis 

Reports to Manager, Energy Resource Management

Develop framework for electricity pricing analysis.   Structure and price mid-term and long-term wholesale power transactions.

 

Analyst, Portfolio Management 

Reports to Manager, Energy Resource Management

Perform studies and analysis related to wholesale market sales and purchases. 

 

Manager, Fundamental Analysis  

Reports to Manager, Energy Resource Management

Guide the simulation modeling process used for price forecasting, resource planning, portfolio management, deal structuring, and special studies. Manage relationships with external consultants and vendors.

 

Engineer/Analyst, Fundamental Analysis 

Reports to Manager, Fundamental Analysis

Perform financial analysis of existing and potential energy resources using both market and cost based valuation approaches.  Provide primary support for the fundamental modeling project through model maintenance and database updates.

 

Engineer/Analyst, Forward Price Development 

Reports to Manager, Fundamental Analysis

Develop forecasts of wholesale electricity prices based on fundamental model analysis.  Update the fundamental model financial database.  Maintain secured model software and data files.  Document modeling processes, data sources, and reporting procedures.  Aid in the evaluation of asset options.

 

Engineer, Market Research and Trending 

Reports to Manager, Fundamental Analysis

Provide assessment of plant costs.  Provide supporting data for various Federal, State and NERC filings related to supply and demand.  Reconcile power production database and validate modeling database.

 

Analyst, Quantitative Analysis

Responsible for development and validation of modeling processes, statistical parameters, and other inputs used for wholesale price forecasting and risk management.
