In response to FERC Order 2004, Westar has submitted a plan to the commission for implementing the new rules. A copy of the plan can be viewed by selecting ORDER 2004 PLAN.

Westar Energy and the Federal Energy Regulatory Commission have reached a settlement regarding FERCs investigation into energy trades made in 2002 involving Cleco Corp., information sharing between the Westars transmission and wholesale functions and certain postings regarding a business managers activities and other matters on Westars OASIS website, which contains transmission information.
In its Stipulation and Agreement approving the agreement, FERC said, Staff found no actionable violations by Westar resulting from such trades. As part of the agreement, Westar Energy will follow a three-year Compliance Plan to ensure compliance with FERC rules. No fines were levied. The settlement was neither a finding of wrongdoing by FERC nor an admission by Westar.
