WESTAR ENERGY

FERC ELECTRIC POWER SYSTEM EMERGENCY REPORT/UPDATE

EMERGENCY CONDITION AND DURATION (If ongoing, state expected conclusion): The restoration of power to all customers related to the series of ice storms that started on January 4, 2005 was completed on January 12, 2005.  Normal operations were started by 5pm on January 12.

EMERGENCY CIRCUMSTANCES (Nature of, the cause, effects on system reliability): A series of ice storms that caused major outages in and around the Wichita, Kansas area starting January 4 and lasting until January 12.

DEVIATION(S) FROM STANDARDS OF CONDUCT:  C & I Business Center Staff, Transmission Services/Operations, and Distribution Operations personnel were brought together at approximately 1200 on January 4, 2005 into our Storm Center and Distribution Control Center to coordinate restoration of our transmission and distribution systems for our customers. Although neither of these areas have access to the Westar OASIS or information related to any transmission transactions to any specific wholesale transaction, the Wholesale Merchant Employees could get access to real-time flows on the transmission system at the Distribution Control Center Dispatch room.  No  known Wholesale transaction was curtailed or interupted utilizing the TLR process during the ice storm although it is possible that some Wholesale customers did experience local outages due to damage to various distribution lines and equipment.  Also, although some transmission facilities were damaged as part of the storm, no interruption of regional transmission service occured.  A more complete report regarding the affect on Wholesale customers will be posted by the end of January.

EMERGENCY CONDITION AND DURATION (If ongoing, state expected conclusion): Started at approximately 1200 on January 4, 2005.   Notice will be updated when the Emergency Condition expires.

EMERGENCY CIRCUMSTANCES (Nature of, the cause, effects on system reliability): At approximately 1200 on January 4, 2005, Westar Energy system was impacted by a series of ice storms that have caused widespread customer outages.  C & I Business Center staff, among many others in the company were involved in the restoration of the system. 

DEVIATION(S) FROM STANDARDS OF CONDUCT:    C & I Business Center Staff, Transmission Services/Operations, and Distribution Operations personnel were brought together at approximately 1200 on January 4, 2005 into our Storm Center and Distribution Control Center to coordinate restoration of our transmission and distribution systems for our customers. The deviation from the Code of Conduct ended at __still active_ .

EMERGENCY CONDITION AND DURATION (If ongoing, state expected conclusion): Started at approximately 0710 on April 9th and ended at 1233 on April 9th.

EMERGENCY CIRCUMSTANCES (Nature of, the cause, effects on system reliability): At approximately 0710 on April 9th 1999, Western Resources started a system blackstart drill involving generation, transmission, and distribution operations. Generation personnel involved included:

Allen Phelps - Director, System Dispatching

Troy Mussetter - Coordinator, System Dispatching

Duane Walker - Sr. Manager, System Dispatching

The purpose of the drill was to blackstart generation, add stabilizing load, e-energize/re-energize part of the Western Resources' 115 and 230kV transmission system, and test notification procedures.

DEVIATION(S) FROM STANDARDS OF CONDUCT: Generation Marketing/Dispatching, Transmission Services/Operations, and Distribution Operations personnel were brought together at approximately 0710 on April 9th to perform and analyze the system blackstart drill. Generation personnel monitored the effect of distribution and transmission loads on the generation during the drill. Initial posting of the deviation was made at approximately 1700 on April 9th on Western Resources' OASIS system. The deviation from the Code of Conduct ended at 1233 on April 9th.

03/23/99 - The Summit-Knoll 230 kV line which connects WR to MIDW will be opened on 3/24/99 and 3/25/99 starting at 8:00 until 17:00 each day for line maintenance.  Path ATC between MIDW and WR will be reduced to 0 MW during these hours.

EMERGENCY CONDITION AND DURATION (If ongoing, state expected conclusion): Started at approximately 2030 on June 29th and ended at 1300 on June 30th.

EMERGENCY CIRCUMSTANCES (Nature of, the cause, effects on system reliability): At approximately 1830 on June 29th 1998, Western Resources experienced a severe thunderstorm condition within its service territory. This resulted in the loss of two major 345kV lines terminating at Jeffrey Energy Center which has a generating capacity of approximately 2250MW. The loss of these two lines immediately overloaded the underlying 230 and 115kV transmission system. To eliminate these overloads, the generation out of the Jeffrey Energy Center had to be immediately reduced to 1500MW maximum output. Loss of this energy was replaced with redispatch of the remaining Western Resources generation units on-line and through energy purchases from neighboring systems.

DEVIATION(S) FROM STANDARDS OF CONDUCT: Generation Marketing and Transmission Services personnel were brought together at approximately 2030 on June 29th to discuss system generation requirements and transmission loading and capabilities to maintain an adequate supply of power to Western Resources' native load customers. Contingency plans were developed concerning the possible loss of additional transmission facilities in the area of the Jeffrey Energy Center and in the path of the thunderstorms. Initial posting of the deviation was made at approximately 2300 on June 29th on Western Resources' OASIS system. The deviation from the Code of Conduct ended at 1300 on June 30th.
