Westar Energy has several shared facilities. The primary ones are the permanent locations of the Transmission Operations and the Power Marketing groups. Each group is housed in a separate building, but the two buildings are interconnected and share a parking garage. The Wholesale Merchant Function (WMF) and generation dispatch is located at 800 S. Kansas Ave, Topeka, KS and the Transmission Operations group is located at 818 S. Kansas Ave. Entrance to each group's area is restricted by card access pursuant to the Standard of Conduct rules and implemented in accordance to the description given in the written procedures.
During an emergency where either the 800 S. Kansas building and/or the 818 S. Kansas building must be evacuated for an extensive period of time, there are several backup locations that can be used. Most of these facilities are directly related to one group or the other. Either a local generation station for the WMF One of these is the Wichita Control Center at 777 W. Central, Wichita, KS. This facility houses the distribution and service dispatchers along with some administrative offices and the EMS group. A special location in the building has been designated for use by the Wholesale Merchant Function and the generation dispatchers if a system emergency arises. Tests are done periodically to be sure all the backup equipment is in proper operating condition. The WMF does not have card access to this building.
